Toch gaat ruimtelijke ordening nog steeds over het zoekproces naar hoe we onze omgeving zo kunnen inrichten dat de verschillende functies zo goed mogelijk tot hun recht komen. Daarbij zijn wij ons, als maatschappij, er steeds meer van bewust dat keuzes die wij vandaag maken invloed hebben op de lange termijn. Voorheen was het gebruikelijk plannen te maken volgens toelatingsplanologie waarbij we nu werken volgens uitnodigingsplanologie. Toelatingsplanologie werkt volgens het principe dat projecten alleen mogelijk zijn wanneer deze expliciet zijn toegestaan. Uitnodigingsplanologie gaat uit van de basis dat alle projecten die bijdragen aan de omgevingskwaliteit zijn welkom, tenzij ze expliciet verboden zijn.
